Level 10 designs agents, tools, harnesses, evaluations, and audit controls as a reusable platform. The objective is governed operation, not unlimited autonomy.
Platform Requirements

- Measure quality, cost, and execution time
- Trace instructions, diffs, and verification results
- Define shutdown procedures and human handoff
- Improve rules and skills using evaluation results
